　　一张经济报表，一张平安报表，在浙江各级领导干部的案头，这两张报表分量很重。

　　两张报表每月都会准时更新，尤其是平安报表，各地“一把手”要像分析经济形势一样分析社会形势。

　　两张报表的出现要追溯到20年前。

　　本世纪初的浙江，经济高速增长，但也曾出现两个月内发生重特大火灾事故4起，最高时平均每天交通事故死亡人数超20人的现象。

　　人富了，为什么安全感反而少了？生活条件好了，为什么事故反而多了？时任浙江省委书记的习近平敏锐察觉到这些因发展而来的深层次问题。

　　2004年4月，习近平主持召开建设“平安浙江”工作座谈会，明确提出要开展“平安浙江”建设。当年5月，浙江省委作出建设“平安浙江”、促进社会和谐稳定的决定。浙江也成为全国最早提出并全面部署“大平安”建设战略的省份。

　　此后，浙江出台考核办法，每年修订评审条件，严格考核奖惩，既在统计报表上考核平安，更在群众感受中检查平安。比如，矛盾纠纷是不是化解了，事故案件是不是下降了，急难愁盼是不是解决了，等等。

　　习近平曾在《浙江日报》“之江新语”专栏阐释自己的“安全观”，“我们提出的‘平安’，不是仅指社会治安或安全生产的狭义的‘平安’，而是涵盖了经济、政治、文化和社会各方面宽领域、大范围、多层面的广义‘平安’。”

　　一手抓发展，一手抓安全，两张报表其实就是更好统筹发展和安全的关系，而“大平安”理念则与后来的总体国家安全观一脉相承。

　　10年前，也是在4月，习近平总书记在中央国家安全委员会第一次会议上创造性提出总体国家安全观，并提到构建国家安全体系，涉及政治、国土、军事、经济、文化、社会、科技、信息、生态、资源、核等诸多领域。

　　10年来，习近平还在不同场合不断阐释新的内外环境下，国家安全更为丰富的外延与内涵。

　　谈及网络安全，他指出，“人家用的是飞机大炮，我们这里还用大刀长矛，那是不行的，攻防力量要对等。要以技术对技术，以技术管技术，做到魔高一尺、道高一丈。”

　　谈到关键核心技术，他告诫，“关键核心技术是要不来、买不来、讨不来的。只有把关键核心技术掌握在自己手中，才能从根本上保障国家经济安全、国防安全和其他安全。”

　　谈到粮食安全，他指出，“一旦农业出问题，饭碗被人拿住，看别人脸色吃饭，还谈什么现代化建设？只有农业强起来，粮食安全有完全保障，我们稳大局、应变局、开新局才有充足底气和战略主动。”

　　2022年10月，中共二十大上，“统筹发展和安全”正式写入党章。2023年12月举行的中央经济工作会议，以“五个必须”总结新时代做好经济工作的规律性认识，其中之一就是“必须坚持高质量发展和高水平安全良性互动”。

　　常怀远虑，居安思危。习近平曾指出，国泰民安是人民群众最基本、最普遍的愿望。实现中华民族伟大复兴的中国梦，保证人民安居乐业，国家安全是头等大事。

　　的确，20年前，浙江推出的两张报表是基于此；10年前，总体国家安全观的提出是基于此；现如今，落实统筹高质量发展和高水平安全的战略任务亦是基于此。
