　　中新网北京4月24日电 (记者 孙自法)中央宣传部版权管理局负责人汤兆志4月24日说，2023年中国著作权登记数量增幅较大，全年的著作权登记总量超892万件，同比增长40.46%。

　　其中，作品著作权登记量643万件，同比增长42.3%；计算机软件著作权登记量249万件，同比增长35.95%，登记数量和增速均创5年来新高。

　　国务院新闻办公室当天在北京举行介绍2023年中国知识产权强国建设有关情况新闻发布会，汤兆志回答媒体相关提问时作上述表示。

　　他说，在版权产业经济贡献方面，据中国新闻出版研究院调研，2022年，中国版权产业增加值达8.97万亿元人民币，占GDP的比重为7.41%；版权产业的城镇单位就业人数超1600万人，占全国城镇单位就业总人数的比重为9.58%；版权产业的商品出口额为4639亿美元，占全国商品出口总额的比重为13.03%，连续多年在全国商品出口总额中的比重稳定在11%以上。

　　汤兆志表示，由此可见，版权产业作为国民经济的重要组成部分，在鼓励创新、促进就业、增加出口方面发挥了积极作用，正逐步成为激发全民族文化创新创造活力、推动经济社会高质量发展的重要动力。

　　下一步，版权管理部门要继续采取完善相关法规、出台相关政策、加强保护营造良好营商环境、不断提升版权社会服务能力等各项措施，不断推动版权产业高质量发展。

　　在回答关于版权领域纠纷调解工作的提问时，汤兆志说，据最高人民法院统计，2018年至2023年，全国各级人民法院新收知识产权一审案件257.67万件，其中版权案件172.25万件，约占知识产权案件的66.8%。针对版权纠纷数量大、同质化程度高、增长速度快的特点，诉讼当事人、人民法院和版权业界各方都希望构建成本低、速度快、效力足的版权息诉止争新机制。

　　中央宣传部(国家版权局)与最高人民法院近日联合印发《关于建立版权纠纷“总对总”在线诉调对接机制的通知》，共同建立健全版权纠纷诉源治理和多元化解机制，充分发挥版权管理部门的指导协调作用、人民法院的引导保障作用、相关组织的专业调解作用，强化人民群众和市场主体通过调解解决版权纠纷的意识，依法保护相关权利人的合法权益，塑造良好营商环境，目前有关工作进展顺利。

　　关于民间文艺版权保护和促进工作，汤兆志认为，民间文艺是中华优秀传统文化的重要组成部分，就版权领域而言，加强民间文艺版权保护与促进是推进中华优秀传统文化创造性转化、创新性发展的重要途径。这是近年来一项重点工作，主要有研究制定民间文艺作品版权保护相关法规文件、推动民间文艺产业发展、参与民间文艺保护有关全球治理三个目标。

　　汤兆志透露，在积极为民间文艺版权保护全球治理贡献中国智慧方面，将以世界知识产权组织保护传统文化表现形式条约磋商为切入点，形成高质量的中国提案，推动相关国际规则制定。此外，广泛开展民间文艺版权保护国际交流合作，在多双边层面不断强化民间文艺版权保护国际意识，为民间文艺版权全球治理提供中国方案。(完)
