开年密集打“虎”，凸显中国反腐败工作的三个动向。
零容忍态度反腐惩恶
“全面从严治党和反腐败斗争持续发力，良好政治生态不断巩固发展”，2023年底，中共中央政治局召开的专题民主生活会对整整一年的反腐败工作给予肯定。
2024年元旦当日，中央纪委国家监委网站刊文强调“坚决打赢反腐败斗争攻坚战持久战”，要求纪检监察机关“更加常态化、长效化地防范和治理腐败，全面巩固来之不易的压倒性胜利”。
仅隔一天，1月2日，官方通报中国地质调查局原党组书记、局长钟自然落马。现年61岁的钟自然曾在国土资源部、中国地质调查局等机构工作，长年担任部门“一把手”。
“新年伊始密集打‘虎’，既彰显了党中央深入推进全面从严治党、以零容忍态度反腐惩恶的坚强决心和坚定意志，也兑现了中央纪委国家监委作出的政治承诺，那就是‘反腐败斗争就一刻不能停，必须永远吹冲锋号’。”北京科技大学马克思主义学院院长、廉政研究中心主任宋伟6日接受中新社记者采访时说。
北京大学廉政建设研究中心副主任庄德水对本社记者说，开年密集打“虎”往往都会引发外界极大关注。官方在对外传递着力推进反腐败工作的决心和态度的同时，也是以切实举措有力回应各方关切。
重拳反腐切中“重点”
受访学者认为，当前中国反腐败工作的一个特点在于“系统整治重点领域，以重点突破带动全局”。
近年来，中央纪委国家监委加大对国企、金融、医疗、粮食购销等领域案件查处的力度，坚决清理风险隐患大的行业性、系统性、地域性腐败。这在最新发布的一系列打“虎”通报里有所体现。
比如，被开除党籍的国家开发银行原党委委员、副行长王用生，长期供职于金融系统，曾任中国投资银行郑州分行行长，国家开发银行沈阳分行行长、辽宁分行行长等职。经查，他“大肆干预、插手金融机构职工录用工作”，并被指“通过投资入股等隐蔽手段大肆接受利益输送”“利用职务便利为他人在贷款融资、债券申购等方面谋利”等。
与王用生同日官宣被开除党籍和公职的中国太平保险集团原党委委员、副总经理肖星，同样来自国企、金融领域，他被指“靠金融吃金融，大肆收钱敛财”等。
此外，中国光大集团原党委书记、董事长唐双宁被指“防范化解金融风险不力”“为他人在贷款审批、职务晋升等方面谋利”等；中国石油天然气集团原党组副书记、副总经理徐文荣被指“靠石油吃石油，大搞权钱交易”等……
“国企、金融、工程建设等重点领域，腐败问题高发易发，官方加大对这些领域案件的查处力度，体现出反腐败工作思路越来越清晰明确。”宋伟说。
庄德水认为，实践表明，通过重点突破带动反腐败工作纵深推进行之有效，这也有助于实现从个案清除、重点惩治向系统整治、全域治理提升转变。
退休不是进了“保险箱”
2022年9月，钟自然不再担任中国地质调查局局长、党组书记，换言之，他在退休一年后被查；一审获刑15年的谢计来，退休5年后被查；1月6日官宣被开除党籍的三“虎”，均是卸任后落马……有评论称，这些案例一再印证“退休不是进了‘保险箱’”。
从近期退休官员被查处的案例来看，有的在职时便存在违纪违法行为，企图利用退休逃避惩罚，妄想“退了退了，一退就了”；有的利用退休“打掩护”，上演“期权式腐败”。
宋伟表示，退休后因违纪违法问题接受审查调查、受到党纪政务处分乃至被追究刑事责任的案例屡见不鲜，这意味着必须进一步强化制度建设，健全权力制约与监督体系。
从今年1月1日起施行的《中国共产党纪律处分条例》，对党员干部离岗后和在职时一并提出严要求。其中完善了对党员干部离职或者退(离)休后违规从业行为，以及利用原职权或者职务上的影响为亲属和其他特定关系人谋利行为的处分规定，进一步加强对党员干部的全方位管理和经常性监督。
“新修订的纪律处分条例彰显从严治党越来越严、越往后执纪越严的趋势。”庄德水说，面对依然严峻复杂的形势，反腐败斗争更需持续发力、纵深推进，这也需要借助条例制度等让铁纪“长牙”、发威，为新征程上一刻不停推进全面从严治党提供坚强保障。(完)
